Constitutional Committee to meet on Thursday

June 20th 2018 (Nyamilepedia) – The Joint Monitoring and Evaluation Commission (JMEC) said on Wednesday that the National Constitution Amendment Committee will, on Thursday, hold a one-day stakeholders meeting on the review of election-related laws at Royal Palace Hotel in the South Sudan’s capital Juba.

In a statement extended to the Nyamilepedia, the peace agreement oversight body said the meeting will be held at 9:00 am in the nation’s capital Juba.

“The National Constitution Amendment Committee (NCAC) will on Thursday 21st June 2018, hold a one-day stakeholders meeting on the review/amendment of election- related laws. The event will be held from 9.00 am to 5.00 pm at Royal Palace Hotel, Juba,” the statement read in part.

The statement said that the objective of the meeting is to validate the proposed amendments to the election-related laws after which the committee will incorporate the views highlighted from the meeting in form of amendment bills.

“The objective of the meeting is to validate proposed amendments to the election – related laws as well as obtain input / views and recommendations to support the amendment process. Thereafter, the Committee will consider and incorporate the views from the meeting and finalize the proposals in the form of amendment bills which will be then presented to the Minister for Justice and Constitutional Affairs,” the statement added.

The meeting, according to the statement, will be opened by the Speaker of the South Sudan’s Parliament Anthony Lino Makana and will be attended by members of the National Election Commission, Political Parties Council, the National Constitutional Review Commission, members of the Civil society organizations as well as women and youth groups.

The National Constitutional Amendment Committee (NCAC) is established under Chapter 1 Article 13 of the Agreement on the Resolution of the Conflict in the Republic of South Sudan (ARCSS) and comprises of representatives from the various parties to the agreement. The ARCSS in Article 16.1 specifically mandates the Committee to review the Political Parties Act, 2012 and ensure that the Act complies with international best practices for the free and democratic registration of Political Parties in South Sudan. The agreement further provides in Article 16.3 that NCAC shall amend the National Elections Act, 2012 to conform to the terms of the Agreement.
