June 22, 2022 — South Sudan’s Central Equatoria State government has embarked on drafting a bill that aims to regulate land allocation and mitigate conflicts arising from land grabbing.
The state government is now working hard to create awareness on the importance of the Bill, creating platforms for citizens to deliberate on it.
Speaking during the opening of an engagement forum in Juba on Tuesday, the state Deputy Governor, Sarah Nene says, having a land bill is among the government’s top priorities.
Nene says once enacted into law, it will enhance transparency and accountability in the distribution and use of the land.
“This draft bill is expected to open the gates for transparency, accountability and fair legal procedures.”, D. Governor Nene said during opening of Engagement Forum in Juba on Tuesday.
The move is expected to reduce malpractices in the system as well as resolve conflicts arising from allocations and ownership of land in the state.
“We need it as a government, we must seek it as a priority to empower legitimacy, regulations towards land definition, protection, ownership and careful use of land to address malpractices, disputes and conflicts.”, she added.
Several months ago, Central Equatoria State governor, Emmanuel Adil Anthony admitted that, land is one of the major causes of insecurity in the state.
His remarks came following a series of clashes between native communities and settlers in the outskirts of Juba.
The last incident occurred last month when residents of Jondoru area, west of Juba, clashed with land grabbers leaving one dead and numerous others injured.

The issue of land in South Sudan is a matter of life and death not only in central equatoria per se. But because, Central Equatoria is where is where South Sudan biggest city is situated and most amenities of development are in Juba would attract South Sudanese people around the country and from other countries, would naturally want to go to Juba, to make a living for themselves.
Yeah, and that was why it was in the SPLM/A ‘manifesto’ during our bush years, ‘take towns to people’ Dr. John Garang and senior commanders were pretty much aware of the issue’. And Ramciel in lakes state was proposed, it will eventually where federal government of South Sudan would be relocated to anyway.
There are however always some creeps who always try to steal or short change other people and think they it is good idea. Central Equatoria belong to natives of central Equatoria and South Sudanese people who want to by land in Juba or other parts of central Equatoria must pay. Same all over South Sudan. Every South Sudanese who want to live where he/she likes and would to build his/her condo must pay, so long as he/she follow the states or counties laws and get away with it
With foreigners, though it is going to be different case together.
