August 5, 2020(Nyamilepedia) — Facing the challenge of organizing a full cluster meeting to establish the basic foundations, South Sudan’s First Vice President, Dr. Riek Machar Teny, regrets that the ministers are not turning up to be shown their duties and responsibilities.

Meeting the First Vice President, the Minister of Cabinet Affairs, Hon. Dr. Martin Elia Lomuro, admits that although the two had a “great meeting”, they need to come up with strategies and plans on how to push other members of the governance cluster to come to the table.

“We have had a great meeting this morning with the First Vice President, who is the Chairman of the governance cluster to discuss issues of governance” Dr. Martin Elia explains.

Speaking after the meeting, the Minister of Cabinet Affairs, Hon. Dr. Martin Elia Lomuro explains the delay:

“The first thing we discussed was the progress being made in the drafting of duties and responsibilities of various ministries as we resolved in our first meeting in March this year and we noted that there seems to be a serious delay in the production of the duties and responsibilities of various ministries in various clusters” Dr. Elia said.

“So we wanted to have a strategy on how to push for the completion of those duties and responsibilities so that they form the foundation for the drafting and development of the policy frameworks and strategic plans of the various ministries which is critical for the strategic plan to incorporate the provisions of the agreement and also the development of the budget”

In their conversation Dr. Machar and Hon. Lomuro confirmed that the Minister of Finance has not met with Machar as expected and so are other ministers.

Elia explains that the last meeting for this cluster met in March and since then nothing has been achieved and because of that they need to up with strategies to push other ministers to turn up.

South Sudan’s revitalized peace agreement has not made any significant progress since it was signed and with only 12 months left it is yet to be seen how much the parties will implement.
