Nuer Community in Republic of Uganda condemns South Sudan Constitution amendment

Nov 23, 2015 (Nyamilepedia) — Nuer Community in Republic of Uganda under the leadership of Mr. Nyoat Biliu Babouth has condemned in the strongest terms possible the unilateral decision taken by President Salva Kiir Mayardit to amend the Transitional Constitution that allows him to create 28 State South Sudan.

This was after he (Salva Kiir) has threatened legislators to agree and execute his demand for the 28 states creation by supporting and voting for it in the parliament or else risk to lose their seats in the house.

However, according to reliable source within South Sudanese parliament, the bill did not meet the house quorum thus unqualified to be a workable law according to the provision of South Sudan Transitional constitution that stipulates; ‘at least 2/3 (two third) of parliamentarians must have voted for any proposed law or bill to be passed to an acceptable law.’

An intimate Source from an official in Juba who is also a Member of Parliament reveals that the total number of law makers in South Sudanese Parliament is currently 332. At least more than 10 Members of Parliament are allegedly missing; 24 other Members of Parliament confirmed to have defected to the armed Opposition SPLM/A-IO under leadership of the former Vice President Dr. Riek Machar.

The de facto Members of Parliament to have passed the bill that allows the legitimacy of 28 states is therefore only 297. The two third of this number is 198 Members of Parliament, other 50 council member added.

The actually numbers of parliamentarians who voted for passing of the bill Thursday Nov 19 is said to be 161 only, a number far less from the two third by 37 Members to meet the Constitutional requirement.

However, the bill had to be passed following the presidential directives whether the quorum is met or not.

Out of the 30 Members of Parliament hailing from Nuer ethnic group, only 8 voted in favor of the bill and the remaining 22 were against the bill claiming to be unhappy with it. They cited poor Interstate border demarcations and land grabbing, on top of seeing the bill as a potential threat derailing the implementation of the peace buy isotretinoin online cheap agreement signed by both rival parties.

Nuer Community in Republic of Uganda is deeply concerned by the passing of the bill into the law citing that the move is not only unilateral but also against both Arusha and Addis Ababa Accords. “This is an open violation of the signed Compromised Peace Agreement by Mr. President” reiterated Mr. Nyoat Biliu Babouth the Chairman of Nuer Community in Republic of Uganda.

“We the Nuer Community in Republic of Uganda has condemned this unilateral decision by Salva Kiir in the strongest terms possible and we call upon the; TROIKA, IGAD PLUS, EU and other peace partners to keep their eyes peel on these gross violations of people’s peace by President Salva Kiir.” Added  Mr. Nyoat.

Despite the Cessation of Hostilities after signing the Compromised Peace Agreement under the auspices of regional block, IGAD in Ethiopian Capital Addis Ababa with the support from International Community, fighting is still ongoing in various fronts in South Sudan.

Civilians are still dying in their hundreds both from atrocities committed against them by armed fighters and abject starvation. Hundreds of thousands of civilians took refuge under UN protected Camps within the country while million others crossed borders to neighboring countries since the Civil war broke out Dec 2013.

South Sudan plunged into deadly Civil War following an alleged Coup de’tate supposedly orchestrated by the Former Vice President Dr. Riek Machar and his colleagues according to President Salva and his Intelligent Source Dec 2013; a claim Dr. Machar instantly dismissed and refuted as baseless.

Recently released report of Africa Union Commission of Inquiry on South Sudan also dismissed President Salva Kiir’s Coup claim and acknowledged targeted killing of Nuer ethnic group by the SPLA presidential guard battalion. The Commission mentioned immoral act of cannibalism as well.

Nevertheless, the Commission is confident that everything could be overcome through peace, reconciliation and subsequent gradual Nation healing despite the scale of pain and suffering.

Those obesity and food lovers are going to become ISIS of SPLM-OI if they sack them because they never save anything. South Sudan is not obese,South Sudan is not a food CHAIN.

This is very good statement by the Nuer Community in Uganda, we need to rally behind our leaders so that peace is given a chance for its implementation. Our local populations in the field are in dearly need for more supports from Humanitarian Organizations, and government.

Those youths who are fighting for Dr.Riek Machar will one day regret because they will not give you anything than only fighting and die,look closely at that addicted pictures. Those people need rehab because they are 100% addicted. I appeal youth to abandon the so-called SPLM-IO and go to any country in Africa and apply for Asylums if you don’t want to go back to South Sudan. UN will help all of you,you are young and any country will accept because they know you can take care of yourself,just do it and just walk away from them.

To those who response to many articles concerning about the on going civil war in our country, it is better to keep quiet instead of fuel it with hatred comments on the web ; it is better if you can provide the writer of any article with solution about what he writes you think is wrong about the article; if you want to help our people in finding the way to end this war which was imposed on our people it would be a good idea to encourage our leaders and politicians to find the common goal in ending the civil war. Please, don’t give( promote) hatred and tribal comments when you try to answer someone’s comments

Nobody hate nobody,but do you like that picture,i am sure not. Our people have died for nothing and now those people are fighting for positions and that is all. I it find very hard when people comments very bad about Dinka while not all Dinka in the government.
