Four opposition concerns addressed during IGAD summit

September 13th 2018(Nyamilepedia) – Four main concerns of the South Sudan Opposition groups, the SPLM-IO and the South Sudan Opposition Alliance (SSOA) have been resolved making the parties ready to sign the agreement yesterday.

South Sudan government and opposition groups including the SPLM-IO, South Sudan Opposition Alliance on Wednesday signed the long-awaited revitalized peace agreement to end the ongoing five-year conflict in the country.

South Sudan’s opposition groups, namely the SPLM-IO and the South Sudan Opposition Alliance (SSOA) had some reservations which were resolved by the IGAD summit of the heads of states and government prior to the signing ceremony of the agreement.

The issues of concerns for the opposition groups includes the number if states,  quorum in the council of ministers, permanent constitution-making process and the deployment of foreign forces.

According to the new deal, foreign troops will be deployed as part of the UN regional protection force (RPF) and will be under direct supervision of the UN security council.

The legal quorum at the council of ministers will be 23 provided that six opposition ministers are among them.

During the 4th month of the Transitional Period, a Workshop shall be convened for the Parties to agree on the details of conducting the constitution making process.

The Workshop shall be moderated and facilitated by an institute renowned internationally for constitution making.

The outcome of the Workshop shall form the basis for drafting the legislation to be enacted to govern the constitution making process.

On the issue of the States, Annex (D) was reinstated. It is now Annex (E) according to opposition officials.
