October 19, 2014(Nyamilepedia) — Some months back, I wrote about the safety of Mark (WFP Security Officer) in UNS and requested that he be taken immediately from the state. I am not sure what informed his return to the state without consultation but I was surprised to see Mark in Malakal on my return from leave. We all know about Marks association with the former Vice President and would not want to go into details.
However, the presence of mark in Malakal is not posing a security risk to him alone but to all UN Staff working in the state. His own email below buttresses this point. The abduction of the 3 UNMISS ICs has been linked to a search for Mark at the airport on that fateful 10 October. It is believed that when Mark left the UN compound to the airport someone alerted the troops who then in search of Mark.
I quickly warned Mark to remain in the UN compound until further notice immediately this information got to me. Unfortunately when those searching for him could not get him, it is alleged they then went to our MOVCON to pick these ICs who were working there.
Apart from Mark being looked for outside the UN compound, the families of the missing IC could easily revenge by killing Mark with the believe that it was a mistaken identity that caused them to lose their family member. I had previously written on information that some national staff within the UN compound were planning his elimination. That threat has not been mitigated. With the presence of Mark in our compound we could continue having this issue of our national staff being picked up as replacement for Mark’s head until they finally get what they want. Mark is alive today because the troops who went searching for him did not know him but he may not be lucky next time.
Mark’s safety in Malakal is still considered dangerous not only to himself but to the rest of UN personnel working in the state and it is my strongest recommendation that Mark be taken out immediately and should not return until an SRA indicating his safety is submitted.
N.B. I decided to withhold the name of the security officer for security reason and will be made available when required. The people of south Sudan believe on UNMISS neutrality as the based for confident building measures among the citizens affected by this conflict and I also believe on UN code of conduct for the staff. It is not in line with UN personnel policy to allow UN staff to be recruited by any other outsiders including the militias and it is not in line with international humanitarian principles for the UN entertains staffs who want to kill their own fellow colleagues with in UN Compound.
It is big regret to learnt that UN staff should allow guns and harmful materials inside UNMISS facilities by their own staff member to create harm. With all those happening in UNMISS Malakal at watchful of State Coordinator and Security Officer and could not take administrative measures. It is clear that UNMISS mandate is being compromise and UNMISS head quarter need to take action to rescue the thousands lives who are now living in fear due to lost of trust on the UNMISS leadership in Malakal.
