Is South Sudan Government Violating The Agreements Intentionally?

Dec 30th, 2017(Nyamilepedia) — Since the South Sudan warring parties signed new Cessation of Hostilities, Protection of Civilians and Humanitarian Access agreements recently in Addis Ababa, Ethiopia, fighting has intensified in the three regions of the war-torn world’s youngest nation.

While non-governmental organizations are evacuating their employees from war affected areas, many reliable sources on the ground report that Juba is leading offensives in Unity State, Jonglei, Upper Nile and also in Equatoria states.

“I have today received information from elders of Bari that the Governor of Amadi State has now deployed more than three hundred South Sudan Government army to go and fight with SPLA/M IO forces at Bari, Medewu, Ladingwa and Bangolo. As a result, these government army has now started going on foot with three trucks behind them on their way to Bari, with intention to have a permanent deployment at Bari, Medewu, Ladingwa and Bangolo, so as to claim that there are no SPLA/M IO forces in these areas.” Said Rev. Wesley Bokati Natana Abraham in a statement extended to Nyamilepedia

 

“The second group of South Sudan government army has gone out of Mundri town to Gori Balawu, beating and looting peoples’ food. Their mission is to go and loot and kill people of Bari who are currently hiding in the bush without food, clean drinking water, shelter and medicine. It is worth mentioning that as from November 24, 2017, till today, the South Sudan Government army on  orders of Amadi State Governor Joseph Ngere and Military Division Six commander Korokoni Yepete, have been fighting the SPLA/M IO forces at Bari, Kotobi, Karika, Medewu, Ladingwa and Bangolo and this is resulted to killing and displacement of all our people from these areas in the bushes and are currently suffering without food, medicine, shelter and clean drinking water. All their food items were looted by South Sudan government army and their houses burnt down.” Rev. Wesley continued.

“On 26/12/2017 at about 13:00hrs, the Juba regime forces launched another attack on SPLA IO position in Bieh Payam in Koch County. They burnt down the base and its surrounding villages including food stores of both local produces and WFP provided donations to the suffering civilians of Koch county.” Said the SPLA Deputy Spokesman, Col. Lam Paul Gabriel.

“Yesterday the 27/12/2017 they also burnt Guol, Koatpadaang and Kuleer Villages in addition to the above mentioned areas.” Col. Lam Continued.

“Another breach of the CoH as Kiir’s forces targets civilians in Morobo County. This is yet another fresh violation of the Cessation of Hostilities, Civilians Protection and Humanitarian Access by Juba regime troops at Isebi, Lujulo Payam of Morobo County 23-12-2017.” Said Lt. Col. Wayi Godwill Edward, the Spokesperson  in the Office of the Governor of the SPLM IO of Yei River State.

“Breaching the truce continually, SPLA agents of ethnic cleansing on Saturday morning targeted and arrested fifteen civilians at Isebi, killed four of them and took others as hostages to their base in Morobo town.” Lt. Col. Wayi continued.

In an attempt to rescue the civilian captives, SPLA-IO intercepted the SPLA troops at Ombaci Keliko and after a short fighting, they claimed to have rescued one lady.

Lt. Col. Wayi said the ten captives, comprising of six men and four women, were taken by the SPLA forces to their base in Morobo town and their fate is unknown.

According to Lam Paul Gabriel, Juba will continue with offensives until February when the HLRF will be reconvened to sabotage the peace proccess.

“This acts of aggression and provocation is expected to continue through out till February/2018 when the HLRF reconvenes as the government aims at expanding their areas of control. The IGAD, TROIKA and the UN should take note of this intentional violations. The SPLA IO will in their current locations and only act on self defence as ordered by the Commander in Chief; Dr. Riek Machar Teny Dhurgon. The resistance continues.” Said Col. Lam Paul Gabriel.

According to government sources in Juba, it is the rebels that are attacking their forces.

“Riek Machar forces under Gatgok Khor attacked our positions today morning at 7:12AM in Koch County, Northern Liech State. On other hands, the same ceasefire is broken on Sunday in Pagak clpse to  Ethiopian border  in a less  than 24 hours after being implemented .Our forces came under heavy fire this morning in Koch county and Pagak but we  act in self defence. The fighting lasted for 45 minutes. Our forces acted in self defense and repulsed the attacking forces and defeated them. A number of weapons were captured ( 2 PKM and 11 AK47).” Said Dickson Gatluak Nyuon, a spokesman of a government allied former rebels.

“At dawn on Christmas Day, rebels attacked Kansuk north of Kajokeji town. On Christmas Even , Riek Machar’s bandits attacked Lokbere about 5miles” Said Lul Ruai Koang, the SPLA-IG spokesman.

“On 22nd of December in Awiel East State rebels under the direct command of Agany Abdal-Baki Ayii attacked Majang-Wuoi Police manned border crossing point to the Republic of Sudan. The rebels were repelled and there were no casualties.” Lul Ruai continued.

WHAT PRESIDENT SALVA KIIR SAYS

On his part, President Salva Kiir has reiterated again that he will not implement any agreement that is imposed against his will by foreign actors.

“I have always said this thing will not work. People from outside should not impose decisions and our people have always asked me in various meetings why we always accept what foreign countries impose on us. They are right and I told the minister of cabinet affairs when he went to Addis Ababa to participate in the revitalization forum recently that we should take seriously what our people tell us. And we need to tell those organizing the revitalization that we are no longer open to the idea that someone will come to make peace for us. Our peace will be our peace because it will be made by us, for us” President Salva Kiir tells media in Juba.

At the beginning of HLRF forum, president Kiir warns IGAD that should the regional body allows the process to be dominated by the opposition, any agreement signed will not be implemented just like ARCISS which eventually collapsed after another fighting broke out in Juba in July, 2016.

“You will recall that time and time again the then Government of South Sudan had expressed its concerns over the way with which the IGAD Mediators allowed themselves to be manipulated by the opposition, the consequences of which are now challenging the implementation of the ARCISS. It is our honest determination that the HLRF must not suffer the same predicament”  President Kiir said in a letter he addressed to IGAD on December 8th, 2017.

The so- called State Of Emergency is not going to Help Mr. Haroun or North Sudan itself. Both have to leave South Sudan alone, if Sudan wants to settle in peace.
