Nov 30, 2017(Nyamilepedia) —– We the NCDS of USA, would like to request the United Nations Security Council to impose punitive sanction on the president of South Sudan, General Salva Kiir Mayardit and his first deputy Taban Deng Gai. The reasons that we as the community wanted the United Nations Security Council to declare sanction on these two head of the state officials are as follow.

First, the Nuer community development services USA do believe that, the ongoing civil war in South Sudan was ordered by president Salva Kiir Mayardit himself with the advices received from his fellow tribesmen, the so called Jieng council of elders who have constantly advice president Salva Kiir to issue unilateral presidential orders by dismiss other elected officials in his administration such as the dismissal of former first Vice President Dr. Riek Machar in 2013 from his position as the country’s deputy of the president without credible reason.

In addition, other reason we as the community believed president Salva Kiir Mayardit must be sanction is that, back in 2013 during the inception of the current ongoing civil war in South Sudan, President Kiir himself started the genocide by ordered his tribe armed militia and South Sudan national Armed forces known as SPLA to go door to door to target and killed more than 20,000 one single ethnic group, the Nuer from 12/15/13 to 12/18/13. Please referred to the African Union commission of inquiry on South Sudan at http://www.au.int/en/auciss.

Furthermore, since the beginning of civil war in South Sudan, on December 2013, President Salva Kiir began the creation of many tribal States in South Sudan which we believed as the intentional declaration of war because the creation of many states in South Sudan without consensus of the majority of civil population have triggered tribal border disputes between neighboring tribes in South Sudan who have been living side by side in peace for centuries.

Again, on August 2015, the peace agreement was signed in Addis Ababa Ethiopia between SPLM in opposition let by Dr. Riek Machar and the government of Salva Kiir Mayardit with the help of the international community. Unfortunately, president Salva Kiir and his current deputy Taban Deng Gai has again violated the hard-earned peace agreement by attacking Dr. Riek Machar and his security protection army on his resident in Juba, South Sudan Capital on July 2016. That incident has led to the failure of the August 2015 peace agreement that was mediated by the African Union as well as United Nations.

Moreover, on august, 2017, government of Salva Kiir and his first deputy Taban Deng Gai, has order South Sudan National Army SPLA to attack the Headquarter of Sudan People Liberation Movement in opposition let by former vice president Dr. Riek Machar in Pagak, South Sudan. Again, that criminal activity by the government of Salva Kiir has cause massive displacement of civil population who were uprooted from their villages and now many women, children as well as the elderly are suffering in harsh living conditions in open areas at the refugee camps in Ethiopia with little or no food to eat.

Now that the dry season in South Sudan is approaching, we believed the government of Salva Kiir Marardit and his first deputy Taban Deng Gai are in the move again to attack the remaining bases of opposition and that will lead to another massive displacement of the civil population in South Sudan who are facing an unprecedented famine as already declared by the United Nations World Food Programs in South Sudan.

Finally, we call upon AU, UN, EU, and the United States government as well as other international communities actors such us the Chinese and all peace partners to exert a meaningful diplomatic and political pressure including the punitive sanction on President Salva Kiir Mayardit and his first deputy Taban Deng Gai if the international community wanted a meaningful peace to be realize in South Sudan.
