Ethiopia made a mistake to build Dam without permission from Egypt: Irrigation Ministry Official

25, January 2017 (Nyamilepedia) — A South Sudanese official has blamed Ethiopia for recent crisis that has brought suspicion between countries sharing the Nile waters. This comes just weeks after reports on media that Ethiopian rebels have opened a base inside South Sudan.

The official who is an Advisor at the ministry of Water and Irrigation in Juba has told Nyamilepedia that the recent crisis between countries sharing the Nile water was caused by Ethiopia, accusing Ethiopia of building its largest Dam on the Nile without taking permission from Egypt.

“Well to be honest, the blame lay squarely on them ‘Ethiopians’, they rushed to build the dam without consultation or approval from Egypt, that is unacceptable in international diplomacy” Peter Garang Malual told the reporter

The official said Egypt had the right to protect its interests in the Nile and so does any other country in the region adding that “Ethiopia should not blame South Sudan for that problem”.

Another government official also said last week that South Sudan was not Afraid of Ethiopia raising worries that the two countries might not have surpass their differences over President Kiir’s recent visit to Egypt.

A Middle East newspapers reported that the two Presidents of Egypt and South Sudan agreed on what they called a “dirty deal” to try and block or sabotage Ethiopia from completing construction of its Renaissance Dam on the river Nile.

Egypt is concerned the Dam could reduce the amount of water reaching the North Africa country.

The official said the recent meeting between South Sudan’s President Kiir and Egyptian President Al-Fatah Al-Sisi was to consolidate the historical relations between Egypt and South Sudan and to show the Egyptian people that South Sudan government will stand with them in the face of any threat be it from any country in the region or beyond.

“Our President told the Egyptians that we are ready to stand with them against any threat from Ethiopia, the region or even beyond, we cannot compromise on such issues of close relations” Said Peter Garang Malual an Advisor at the ministry of Irrigation.

Malual said his government still stands by any agreements with the Egyptian government, saying Egypt has been giving more support to South Sudan compared to other countries int he region.

“We stand by the agreement, those who do not want it, is now there own problems, they cannot threatened us, we are not worried about anything” Said Peter Garans Malual Advisor to the ministry or Irrigation and waters

According to various media sources South Sudan and Egypt agreed to take several measure against Ethiopia if it does not recognise Egypt rights to access full Nile Waters, the action would include indirect support to Ethiopian armed opposition, opening a rebel training base inside South Sudan and covert support to cause popular uprisings and instability as a means to sabotage the building of the Renaissance Dam.

South Sudanese officials have publicly denied working with Egypt to target Ethiopia or giving any support to Ethiopian rebels, however Ethiopian government has accused Egypt of supporting its armed opposition and also giving support to various groups to cause instability and regime change in Ethiopia.

South Sudan’s Water and Irrigation ministry is known to get heavy financial and technical support from Egypt in return for supporting Egyptian position on Nile Water issues.

Garang Malual said the blame for any regional instability would be put squarely on the Ethiopian government.

“Any blame will have to be put on them…… ‘Ethiopian’, they need to admit their mistakes, they are the ones who start this misunderstandings due to lack of consultations by their government, they did not get the permission” A smiling Malual concluded.

    if not divert the river to our dry but fertile part of the country.

In South Sudan, Dinkas are at least 35% and they have a right reason to contest for the leading role in the country. The Nuer should understand this and work with them in peace, than running away with AK47s.

    I expect South Sudanese to care for each other and declare peace in their land. That is the only way to uplift yourself from a perpetual poverty, use your resources such as Oil that you have in abundance. The Ethiopian people love South Sudanese people. We have no issue people to people.

    Egypt has a right reason to question about the dam. In Ethiopia we have rainfall, in Egypt they have zero precipitation per year. NOthing, nada. So it is not surprising if Egyptians are outraged by the action of the Ethiopian regime. The Tigre regime in Addis Ababa uses the dam as a bargaining chip, and trust me they might actually halt the construction of the OLF takes some two major towns.

  • Ethiopia is an evil and satanic country. In Ezekiel 38 in the bible, Ethiopia is mentioned as one of the evil countries that will fight against the people of God in the end times. Ethiopia is an enemy of God.

  • Actually, the latest news is that the South Sudan ambassador has dismissed all of these rumors. It seems that someone in social media is trying to instigate a war between Ethiopia and South Sudan (Egypt by proxy) or a direct confrontation with Egypt to hurt the current Ethiopian regime (whether they be good or bad in reality) but more immediately, give Egypt a window to destroy the Grand Renaissance Dam.

        Egypt has said it will investigate accusations that one of its officials called sub-Saharan Africans “dogs and slaves” during a conference in Nairobi.
        The allegation has been made by a Kenyan diplomat, who says Egypt should be stopped from representing Africa in any negotiations.
        But Cairo says there are no indications such language has been used, and has demanded any recorded evidence.
        The case could raise tensions between Egypt and its sub-Saharan neighbours.
        In a formal complaint, Yvonne Khamati, chairwoman of the African Diplomatic Corps Technical Committee, said the remarks were made by the head of the Egyptian delegation at the UN Environmental Assembly last week.
        Divisions at the meeting arose after a resolution on Gaza was not passed due to lack of quorum, she said.
        Consultations were then made by different delegations to discuss the issue. The comment, in Arabic, was made during talks with the Egyptian team, Ms Khamati said.
        “[The comments] are uncivilized, undiplomatic, irresponsible, degrading and insulting,” she said in the document dated 29 May, which has been widely shared on social media.
        She demanded an apology and that Egypt did not take any leadership position on behalf of Africa.
        The Egyptian official has not been identified.
        Egypt’s foreign ministry said in a statement that its minister, Sameh Shoukry, demanded an “immediate investigation to uncover the truth” and that the necessary measures would be taken.
        “All of the information available to the ministry thus far indicates that no such language was used by the Egyptian representative,” the ministry said on its Facebook page.
        “We reject any attempts to cast doubt on Egypt’s belonging to Africa and its defence of the continent’s interests,” it added
        The ministry also said it would send a document to be distributed to all African countries “expressing Egypt’s rejection and denunciation of [Ms Khamati’s] exceeding of her mandate”.
        Ties between Egypt and its sub-Saharan neighbours have been at odds over disputes including how River Nile waters should be shared by the countries it passes through.
