Ask Kiir to tell his unknown gunmen to return the body.
Time to scrap the institution of national security conpletely. The normal police force can look after policing. And a secret thought police operating outside the laws on command of a President but without public oversight a very dangerous situation. This almost always leads to horrors with mysterious disappearance of individuals exercising their constitutional rights, when the big men feel that the indivuduals expose them.Corruption only thrives where there is no public oversight.
