Khamis Abdilatif, one of the senior generals who bitterly resisted Salva Kiir government in Unity and Lake states.

According to the participants, the visit of community leaders of Greater Bhar el Ghazal was to officially welcome the First Vice President and to congratulate him for his commitments that led to signing of the peace agreement and his return to the capital, Juba.

According to the politicians, the community leaders assured Dr. Machar their full support and commitment in the peace implementation.

According to Hon. Arthur, the First Vice President has assured Greater Bhar el Ghazal his commitment to peace and sustainable growth all across South Sudan.

Machar, a renowned politician who is known for his struggle for Self Determination and democracy, has condensed popular support in Greater Upper Nile during the liberation war but has recently extended his military and political support to Greater Bhar el Ghazal and Equatoria regions.

Despite that Salva Kiir’s government refuses to recognize the presence of SPLA-IO forces in all the states of Greater Bhar el Ghazal and Greater Equatoria, senior generals like 1st. Lt. Gen. Dau Aturjong of Northern Bhar el Ghazal, Gen. Khamis Abdilatif from Lake State and other senior SPLA generals from Equatoria command battalions in their respective areas of origin.

The cantonment areas are not meant for individual defectors but only for armed groups.
The government cannot and shall never accept any tactical attempts of smuggling thousands of your militias from Greater Upper Nile to Equatoria and Bahr el-Ghazal’s new cantonment areas.
Be warned! There is no more breeding space of rebellion in these two peaceful areas.
I warn you to follow the ARCISS as the only implementation modality for the security arrangement.

Chuolpur.
Let me remind you that cantonment areas are not meant for individual defectors but only for the reasonable number of an organized armed groups in a given area.
The government has discovered your tactical plan to smuggle thousands of militias from Greater Upper Nile to newly established cantonment areas in Greater Equatoria and Bahr el-Ghazal.
The SPLA-IO’s attempts to incorporate every notorious high way armed robbers in its ranks is an unacceptable as security arrangement is concerned.
