UN Security Council Agrees To Reinvigorate South Sudan Peace Process

Jan 24, 2017(Nyamilepedia) —— The United Nations Security Council has today agreed to reinvigorate South Sudan Peace Process and to speed up deployment of a regional protection force as agreed in August last year.

Briefing the media yesterday in New York, the Security Council President Olof Skoog assured that the council had a fruitful discussion on South Sudan and deep deplored the continuation of war in most parts of South Sudan.

“The council has had long and fruitful discussion on South Sudan this morning, and I have some elements for media to give to you” He said

“The members of the council have expressed deep concerns that fighting continues throughout South Sudan, and that there are continued denial of humanitarian access to many regions of the country where the South Sudanese people are suffering and in needs and calls on all actors to cease hostilities and to allow humanitarian access” He continued.

President Olof warns that the Council has called on all South Sudanese stakeholders inside and outside the country to end hate speech that inflames tribal hatred and targeting of civilians.

The council further calls on Juba to work with UN constructively to speedy up deployment of the regional protection force.

“Members of the council calls on the government to work constructive with the United Nations on swift deployment of the Regional Protection Force and to end obstruction to the UNMISS” Said President Olof.

The council has agreed to reinvigorate South Sudan peace process and ensure that UNMISS operates freely without being obstructed by Kiir’s government

“Members of the council welcomed and encouraged Secretary General a political engagement to reinvigorate South Sudan Political Process that include;

  1. Prevention of security deterioration.
  2. Prompt Deployment of Regional Protection Force and full implementation of UNMISS mandates.
  3. A viable and inclusive political process

The Council was also addressed by the former Botswana President and Chairman of IGAD peace implementation mechanism, JMEC, Mr. Festus Mogae who admits that the peace agreement is slowly collapsing as armed opposition is strengthening and insecurity is widening.

“The current processes continues to face severe challenges, ranging from diminished representation, growing insecurity in the country, and growing opposition, threats and proposals of renegotiation from the estranged and newly emerging Parties,” Mr Mogae said in a statement.

Mogae calls for an inclusive national dialogue to help implementation of the peace agreement in the country.

The chairman, who is based in Juba, South Sudan, proposed the idea of a national dialogue to consolidate the peace agreement in 2016, however, his idea was hijacked by the ruling faction, SPLM/A-IG under the leadership of president Salva Kiir and turned into a one sided national dialogue.

Mogae has since been struggling to straighten the national dialogue into an inclusive one that will involve all stakeholders including the SPLM/A-IO under the leadership of Dr. Riek Machar Teny but many factors including the venue and leadership of such a dialogue remain difficult to be agreed upon.

The Security Council understands that Salva Kiir government is not representative of South Sudan and therefore it is less likely that it would reunite and stabilize the country.

According to US special envoy, Donald Booth, who addressed international media in Washington, President Salva Kiir is trying to consolidate power and no significant development or implementation of the peace agreement is currently underway in Juba, South Sudan.

“The Security Council understands that Salva Kiir government is not representative of South Sudan and therefore it is less likely that it would reunite and stabilize the country.” I think slowly it comes to their senses that the Salva Kiir and his government are not representative to the peoples of south Sudan, which is the reasons why they cannot bring peace and reconciliation in the country. Salva Kiir and his government is using the national dialogue as the mean to intimidate and invade the areas under the rebels.
